Ivory Coast striker Bony completed a £25million move to Manchester City on Wednesday with another £3million in the deal's add-ons possibly swelling the Swansea coffers sometime in the future.
But Monk says money will be put aside to develop the club's infrastructure with plans to increase the Liberty Stadium's modest capacity of 21,000 and fund the new training ground at Fairwood to the west of the city.
"I've not considered it or discussed it at this point with the chairman," Monk said at his press conference before Saturday's home game with Barclays Premier League leaders Chelsea, when asked how much of the Bony transfer money would be allocated for the signing of new players this month.
"I'm sure everyone thinks now that you have £28million coming into the club at whatever point is all to spend on players
"Of course it's not
We always spend it wisely at this club - we always have done.
"There's infrastructure to improve and plenty of things off the field we need to improve such as stadium expansion and the training ground.
"It all costs a lot of money but it's something we will put in place to make sure the future of this club is solid.
"In terms of a budget for myself we need to sign players and add quality to the squad, but it won't be the money people are trying to tell us at this moment."
Monk believes Bony will be a fantastic asset for the Premier League champions and has backed Bafetimbi Gomis to take his chance after spending all season in the Ivorian's shadow following his summer move from Lyon.
Gomis has scored four goals in all competitions but he has made only nine starts, his best Swansea starting sequence coming in the last three games against QPR, Tranmere and West Ham.
"I think Bony will do fantastically well at Manchester City with the world-class players they have and the chances they create throughout games," Monk said.
"Hopefully he'll go there and produce the type of football he did here, but Bafe is my number one striker now and going forward we're looking for him and Nelson Oliveira to contribute really well for the team.
"They understand how we play and how we work and they are up to speed with how we go about our job and hopefully Bafe gets his chance to produce.
"He's a different player to Bony but he's a top quality striker in his own right and he's proven that through all career."
Swansea must try and breach the second meanest defence in the Premier League this weekend and Monk admits he hasn't seen a better Chelsea team than the one currently managed by Jose Mourinho.
Monk said he tipped Chelsea to win the title at the start of the season and still expects that to be the case despite Manchester City closing the gap in recent weeks.
"They're a fantastic team with exceptional world class-players all over the pitch, probably the strongest squad I've ever seen at Chelsea in all my time watching them," Monk said.
"They've obviously got an exceptional manager as well and I said long before the start of the season they are my favourites to win it.
"I still believe that even though they have good competition from teams in and around them, especially Man City.
"But it's a really good challenge for my players to try and put on a good performance and get a good result."
