The 26-year-old full-back, who can operate on either the right or the left-side of defence, has signed a three-and-a-half year contract in a deal understood to be worth £5million and could make his debut in Swansea's FA Cup fourth-round tie at Blackburn on Saturday.
Naughton made 74 appearances for Tottenham after switching from Sheffield United in 2009 but he made only five Barclays Premier League starts under Spurs manager Mauricio Pochettino and has not played since the end of November.
The Sheffield-born England Under-21 international is Swansea's third signing of the January transfer window following the arrival of Benfica striker Nelson Oliveira on loan and midfielder Matt Grimes from Exeter.
Naughton began his career with Sheffield United, having joined the club's academy at the age of seven, and made 40 appearances for the Blades before joining Tottenham.
He had loan spells at Middlesbrough, Leicester and Norwich during his time in north London and Swansea manager Garry Monk said he had been trailing the defender for some time.
