The on-loan Chelsea man had a Swans debut to remember when he netted a double in the Swans last Championship game, the 3-2 win over promotion rivals Nottingham Forest on March 19.
Rodgers told the South Wales Evening Post: "Fabio lives for goals, he expects to score in every game he plays.
"He has come here to get us goals and he is the type who will at least come close every time he goes on to the pitch.
"He always looks like he is going to score or get an assist. That's his function in our team and he is happy with that.
"We will let him play with the freedom to express himself and usually, when you do that, you get performances."
