Scotland has fallen out of favour at Portman Road since Paul Jewell took charge and admitted this week that he would be keen to move back to the Swans - where he scored 53 times in two seasons.
Rodgers told the Evening Post in Wales: "I have had a conversation with Paul Jewell and our chairman has had a chat with their chief executive Simon Clegg.
"There is a deal there to be done, and we have put a proposal to them.
"We are now waiting to hear back from them to see what they think. We hope we can come to an agreement because Jason is a player who has proved himself capable of scoring goals at this level and for this club."
