The 23-year-old moves to the Liberty Stadium from Espanyol B in a deal worth in the region of £80,000.
"Albert is perfect for the British game,'' Martinez told the Swans' official website.
"He's a committed and aggressive defender, a winner. He's talented and ambitious - and that's the type of player we want at Swansea City.
"He could have taken an easier option by signing closer to home for a La Liga club - and even had the option of going to Poland - but he wants to play in the Premiership with Swansea.''
In an interview with Swansea City Official Site,Serran said: "I'm pleased to sign for Swansea,'' I wanted the chance to experience British football and I'm sure I will be happy at Swansea. I was a close friend of Bussy (Guillem Bauza) when we played together for two years at Espanyol."
"Obviously his influence - and the Spanish influence at the club in general - helped me make my decision a lot easier to sign, but it was an opportunity too good to turn down. As a defender I like to play the ball out from the back, so Swansea's style should suit me."
