The Spaniard, who joined from Spanish side Terrassa in the summer of 2008, sat out the 9-1 thrashing of Dutch side VCS on their pre-season tour to Holland, increasing speculation over the 27-year-old's future at the Liberty Stadium.
Swans boss Brendan Rodgers told the club's official website: "An offer has come in to the chairman from Blackpool for Angel. But it has not been accepted."
He added: "The situation is under control and I am due to have a meeting with Angel. I want him to stay and there is an offer of another contract on the table for him.
"There is bound to be interest in him, like there was with Darren Pratley because he's a quality player. Angel is 27, in the last year of his contract and desperate to play in the Premier League. But so are we.
"We have no need to sell him (financially) and I think this is the place to be.
"Like I said, we are in control of the situation and it was just coincidence he didn't play against VCS.
"Certain players needed a rest rather than play two games in two days. He wasn't the only one."
